Community-led design and delivery of an enclosed dog park, using a permission-based approach to placemaking and shared delivery between local government and community.
Beginning with a community petition for a safe enclosed dog park, Town Team Movement worked alongside the City of Kalamunda and local residents to develop and deliver the project through a community-led model. A Permission Statement established clear roles, responsibilities and support mechanisms, enabling residents to help design, shape and deliver the space while maintaining appropriate governance and risk management. The project demonstrated how local government can shift from project owner to enabler, resulting in faster delivery, stronger community ownership and significant cost savings.
