Phillip Block 1 Section 7 Place Design Brief

A community and stakeholder engagement project for a large mixed-use development site in central Woden, Canberra, informing a Place Design Brief used to guide and assess developer proposals for the site.

In 2022-23, Town Team Movement led community and stakeholder engagement for the Suburban Land Agency’s ‘Phillip Block 1, Section 7 Place Design Brief’ project in Woden, Canberra. This was a very large car park site in the centre of Woden, surrounded by existing development and infrastructure, and intersecting with concurrent major projects including development of an adjacent university site and establishment of a light rail transit line. The future development would be a large mixed-use subdivision.

Working with Place Laboratory and the SLA, we engaged with a broad range of stakeholders, running surveys, walkshops, leaflet drops, dotMocracy events and co-design sessions to form a user experience guide for this development. Local acceptance and integration of the development into the existing fabric of the place to provide wider benefit was critical. The resulting document, the Place Design Brief, is used as part of the tender document for developers wishing to develop the site, and for assessment of their proposals.

Town Team Movement and Place Laboratory’s first Place Design Brief project for the SLA – for Belconnen – was recipient of a Planning Institute of Australia award for the engagement process, and subsequent to the Phillip project, we also successfully undertook a Place Design Brief Project for the SLA’s development project in Lawson.
